What Is a Fixed Steel Ladder?
A fixed steel ladder is a permanent, wall-mounted vertical ladder without a safety cage. It is the simplest and most cost-effective fixed access solution — designed for installations where the total ladder height is under the cage threshold for the applicable jurisdiction.
When a Fixed Ladder Is the Right Choice
Choose a fixed ladder (without cage) when: (1) your ladder height is below the cage threshold — OSHA 24 ft, EN 3m, BS 2.5m, AS 4m; (2) the ladder serves indoor mezzanine or equipment platform access; (3) a cage would obstruct surrounding workspace or equipment; (4) budget is a primary constraint and the height does not legally require a cage.
Cost Comparison: Fixed vs Caged
A fixed ladder costs approximately 23% less than the equivalent caged model (e.g., FL-S10 at $23/m vs CL-S10 at $30/m). For a 5m ladder, this saves roughly $35 — meaningful at scale. However, if your ladder later exceeds the cage threshold due to a building modification, retrofitting a cage costs significantly more than specifying one initially.
Wall Anchoring Requirements
Fixed ladders require structural wall anchoring — they cannot be attached to non-structural partition walls, metal cladding, or facade panels without a structural engineer review. Wall brackets at max 2.0m vertical intervals. Minimum 2 anchor bolts per bracket into structural concrete, brick, or steel. Anchor embedment depth and bolt diameter are specified in the installation documentation based on wall material and ladder loading.
When to Upgrade to a Caged Ladder
Consider upgrading from a fixed to a caged ladder if: the installation height is near the cage threshold and future modifications might push it over; workers express concern about climbing at height without a cage (psychological safety matters); the ladder is outdoors where wind could affect climber stability; or your insurance or corporate safety policy requires cages regardless of regulatory thresholds.
